Dr. Vikas Balia

Dr. Vikas Balia is a Senior Advocate, Independent Board Director, and rank-holding Chartered Accountant, bringing his expertise in law, finance, and corporate governance to some of India’s leading companies.

Designated in the year 2021, he is the youngest Senior Counsel in the state of Rajasthan. With over three decades of professional experience, he has built a reputation for delivering clear, innovative solutions to complex challenges, particularly in corporate governance & restructuring, distressed asset management, and risk oversight. He litigated a variety of constitutional, civil, commercial and criminal cases across sectors – from metals and mining, construction, as well as chemicals & agrochemicals, real estate, banking, capital markets, intellectual property, financial crime, and more. Dr. Balia is the founder of a knowledge process outsourcing outfit dedicated to accounting, tax and payroll work for clients in US jurisdiction.

An agent of sustainability practices and a passionate environmentalist, he has been involved with projects across sectors like mining, urban construction and urban planning – both in an advisory role as well as a leading lawyer in the sphere of public interest litigation representing the government as well as industry. He has been a pioneering voice on policy and governance structures for green projects. Coming from a region of high reserves of minor and major minerals, Dr. Balia has actively participated in and steered academic projects in environment and sustainability with multilateral agencies like the World Bank and SANEL aiding them by providing legal perspective, planning the policy blueprint and governance advisory in the Indian context. He has published many papers on a wide range of subjects and regularly  lectures on topics such as money laundering, environmental laws, arbitration and several old and emerging areas of law and finance. He serves on the Academic Council of the National Law University, Jodhpur.

Dr. Balia’s PhD in securitisation underscores his thought leadership in financial innovation, while his extensive litigation and advisory background equips him with a nuanced understanding of regulatory frameworks and business dynamics. He is frequently sought for his ability to align diverse stakeholder interests and deliver solutions that foster growth and resilience. 

A co-founder of the Desert Leaf Foundation, Dr Balia also contributes to social impact through initiatives including a not-for-profit tennis academy and Kitaabo, a celebrated children’s literature festival.
